It gathers some of the most powerful known wizards, including legendary figures such as Mordenkainen, Bigby, and Tenser. Though officially presenting itself as a council of arcane advisors, it exerts subtle control over politics and the balance of power across the region.

Originally created by Mordenkainen as part of his efforts to maintain cosmic balance, the circle has undergone several reformations following betrayals, deaths, and resurrections of its members. Despite such crises, it remains the primary stabilizing force against threats such as Iuz, Vecna, and the Scarlet Brotherhood.
